THE rollout of a four-bin waste disposal program across Ararat Rural City has been delayed until October.<\/p>\n

A recent meeting of council was informed the revised date will give council staff more time to roll out the four bin system across the Ararat municipality and deliver more than 20,000 new bins to urban and rural households.<\/p>\n

It was also argued the additional time will give council more opportunity to implement an effective community engagement strategy to ensure a smooth transition.<\/p>\n

The new four-bin system was supposed to commence this month.<\/p>\n

The four bin system will give all households an 80 litre (purple) glass bin, a 240 litre (green) garden waste bin, a 240 litre (yellow) comingled recyclable bin for paper, cardboard, tin and aluminium and a 140 litre (red) general waste bin.<\/p>\n

The red bins will be collected weekly, the yellow and green bins on alternate fortnights and the purple bin monthly.<\/p>\n

Council says the collection frequency will be regularly reviewed and adjusted based on demand and volumes collected.<\/p>\n

Council has chosen an \u201call in\u201d collection model, which will provide a universal service to all residents regardless of location across the municipality, presenting challenges in terms of negotiation of bin collection locations and truck travel times.<\/p>\n

The universal service applies to three waste streams \u2013 general waste, comingled recyclables and glass, while the organics collection will only apply to properties of less than five hectares.<\/p>\n

Council planner Veronica Schilling said the proposed start date of July 1st<\/sup> was overly optimistic.<\/p>\n

\u201cSometimes you can push yourself and get to the end of the line and sometimes the job is just a little more complicated that you gave it credit for at the outset and we\u2019re in that second category now if we want to do it well,\u201d she said.<\/p>\n

\u201cInternally, with our working group we\u2019ve had some discussions and decided getting it right is more important than just getting it done.\u201d<\/p>\n

\u201cThe request tonight is to seek an extension to be ready to run from the 3rd<\/sup> of October,\u201d Ms Schilling said.<\/p>\n

Cr Henry Burridge said council was right to delay the rollout to get everything right.<\/p>\n

\u201cTo rush in and do this in haste just because we put a time frame on it would be ridiculous and detrimental. We need to do this properly,\u201d Cr Burridge said.<\/p>\n

Cr Bill Waterston said the extra three months will ensure a smooth rollout.<\/p>\n

\u201cWe need people to be a bit patient with what\u2019s going on, so we (need to) make sure we get it right,\u201d Cr Waterston said.<\/p>\n

Once the four bin system is implemented, council hopes to process the waste streams locally, aiming to improve the percentage of waste diverted to landfill substantially.<\/p>\n

Its proposed glass will be crushed at a local plant and turned into glass sand which is suitable for use as bedding sand substitute in drainage works or potentially as a sand substitute in concrete.<\/p>\n

Council has also entered into a research and development agreement with Gaia Envirotech to process organic waste which can then be on-sold.<\/p>\n

Council is also looking for future opportunities around comingled recyclables.<\/p>\n

All councillors supported the three month delay.<\/p>\n
